Position Title:  EXECUTIVE DIRECTOR OF  SPECIAL EDUCATION (SECONDARY)

Initial Assignment: ADMINISTRATION BUILDING

GENERAL DESCRIPTION:  The Executive Director of Special Education (Secondary) oversees special education programming and placements and works under the direction of the Assistant Superintendent for Student Services. 

PRIMARY RESPONSIBILITY:   In addition to overseeing assigned special education programs, acts as the CSE Chairperson and provides administrative support to assigned schools.

Qualifications: 

  • Hold a valid New York State Certification as a School District Administrator or School District Leader (SAS, SDA, SDL) certificate

  • Minimum of 10 years successful experience in education,  including teaching and supervision of staff; minimum of 3 years administrative experience preferred

  • Comprehensive knowledge of the Individuals with Disabilities Education Act (IDEA), ESSA, Section 504 of the Rehabilitation Act, Special Education Law, guidelines, and New York State Part 200/201 Regulations as they apply to students with special needs

  • Knowledge of LRE and making appropriate placements, research based instruction, programs currently available in local agencies

  • Demonstrate knowledge and experience in collaborating with various stakeholders in meeting the needs of students with special needs

  • Experience in planning, organizing, and directing activities related to the functions of the Committee on Special Education (CSE).

  • Demonstrate knowledge and experience in best practices implementing and supervising special education and related service personnel, special education programs and services, including but not limited to co-teaching and self-contained models 

  • Demonstrate ability to effectively communicate orally and in writing

  • Ability to use electronic-based information and communication systems

  • Evidence of strong leadership and facilitation skills

Performance Responsibilities:

  • Consistent with applicable laws and regulations, recommend District policies and objectives, and provide direction in matters relating to the requirements of students with special needs.

  • Serve as Chairperson of the District Committee on Special Education (CSE) for schools as assigned and conduct Manifestation Hearings. 

  • Implement Special Education placements as recommended by the Committee on Special Education (CSE).

  • Attends Principal’s meetings as determined by the Assistant Superintendent for Student Services 

  • Provides direct instructional support of special education teachers as assigned

  • District-level coordination and management of home instruction

  • Coordinates and manages district training (ie. TCIS) 

  • Assists in preparation of SED Data Reporting, IDEA 611 and 619 Grants

  • Supervises Related Services staff 

  • Assists w/BEDS data collection and SSEC reporting

  • Participate in community and parental group activities

  • Assist in the development and implementation of curriculum initiatives to meet the needs of students with special needs

  • Assist in the preparation of the required federal and state data reports

  • Observe and evaluate staff including special education teachers, related service personnel, and pupil personnel staff in alignment with the District APPR and evaluation guidelines

  • Collaborate with BOCES and community based agencies/schools to facilitate the appropriate placement and services needed for students with disabilities

  • Facilitate regularly scheduled meetings with administrators, special education teachers, related service providers, and other stakeholders

  • Perform other such duties as assigned by the Assistant Superintendent for Student Services and/or by the Superintendent of Schools

Contract: 12 months (non-represented)

Salary: Starting base salary of $136,591
