Salary & Benefits: Highly competitive compensation and benefits package. Starting base salary range is $57,000 - $65,000; commensurate with experience.

DISTINGUISHING FEATURES OF THE CLASS: The work involves supervising and participating in a variety of personnel clerical duties, including the preparation and maintenance of personnel records and the processing of personnel forms. Under the general supervision of an administrative employee of higher rank, an employee in this class is responsible for the specialized personnel clerical work in a department or agency. Although work is generally performed according to established procedures, independent judgment and action is sometimes required. Direct supervision may be exercised over other clerical employees. Does related duties as required.
QUALIFICATIONS: Candidates must meet the minimum qualifications established by Erie County Civil Service for the title of Personnel Clerk, a competitive class position: Graduation from high school or possession of a high school equivalency diploma and three (3) years of satisfactory office experience, including two (2) years responsible personnel clerical experience. (NOTE: Verifiable part-time and/or volunteer experience will be prorated toward meeting full-time experience requirements.)
For permanent appointment, the successful candidate must hold the civil service title of Personnel Clerk and be eligible for transfer pursuant to Erie County Civil Service rules. If not already holding the title, the appointment will be provisional pending civil service examination. A provisional appointee must take the examination when offered, and be canvassed and reachable from the civil service list when issued. A noncompetitive pathway to fill this Personnel Clerk position may be available through the temporary NY HELPS Program. If this option is available, the successful candidate will be advised.
PERFORMANCE RESPONSIBILITIES: Below is the full scope of performance responsibilities provided in the “Typical Work Activities” portion of the Erie County Civil Service position description for Personnel Clerk:
- Civil Service Compliance:
- Apply local county civil service rules and assist in preparing reports mandated by NYS and Federal guidelines.
- Processes transactions, such as appointments, promotions, transfers, reinstatements, leaves without pay, resignations, prepares and maintains employee records;
- Works cooperatively with the County Personnel Office interpreting and applying personnel and Civil Service rules;
- Canvasses Civil Service eligible lists;
- Publicizes Civil Service announcements;
- Personnel Transactions:
- Process new hires, promotions, resignations, and retirements by completing exact NYS and local civil service forms;
- Benefits Administration:
- Guide employees through enrollment in health insurance, workers' compensation, and unemployment benefits.
- Acts as information clerk where general knowledge of personnel and benefit questions is needed;
- Processes Health Benefits transactions including COBRA;
- Processes Worker's Compensation claims;
- Works cooperatively with the County Personnel office in interpreting and applying rules and policies in Health Benefits and Worker's Compensation Benefits;
- Record Keeping/Data Preparation/Reporting:
- May interpret Union Contract provisions related to personnel matters;
- Maintain confidential personnel files, verify employment, and track leave/attendance balances.
- Prepares Federal and State mandated reports at scheduled periods throughout the year;
- May prepare data for collective bargaining negotiations;
- Works with the Public Employee Safety and Health Committee providing clerical support and coordination;
- Processes unemployment benefits claims; Benefits, Safety and other Human Resource programs;
- Operates an alphanumeric keyboard to transcribe data directly to a computer;
- May interview applicants for clerical positions;
- And any other duties as assigned by an administrator.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Good knowledge of the personnel transaction procedures; good knowledge of the attendance rules and policies governing employment; working knowledge of the Civil Service Law and the Rules and Regulations governing the appointment, promotion and termination of employees; ability to verbally communicate with agency employees in explaining laws, rules, regulations, employee benefits and procedures; ability to prepare correspondence dealing with the employment process; ability to operate microcomputer and/or computer terminal; ability to comprehend written material such as the Civil Service Laws, Rules and Regulations, employee contracts and employee benefits; clerical aptitude; good judgment; tact; courtesy; physical condition commensurate with the demands of the position.
