NOTICE OF ANTICIPATED VACANCY

POSITION: ASSISTANT SUPERINTENDENT FOR SCHOOL FINANCE

GENERAL DESCRIPTION:  

The Assistant Superintendent for School Finance serves as the District’s chief financial officer and primary advisor to the Superintendent and Board of Education. The position provides timely, accurate financial analysis and counsel to support responsible and strategic use of District resources and ensures that financial practices advance the District’s mission, goals, and long-range priorities. This position is a member of the Superintendent’s Cabinet.

REPORTS TO:  Superintendent of Schools

QUALIFICATIONS:

Required:

  • Hold a valid New York State certificate as a School District Business Leader (SDBL) or School District Administrator (SDA) [please note that School District Leader (SDL) cannot be substituted], or meet Erie County Civil Service minimum qualifications for a comparable title. 
  • Minimum of ten (10) years of successful experience in education, including teaching and/or supervisory experience.  
  • Strong financial planning skills; knowledge of accounting practices, internal controls, and fiscal management systems.  
  • Demonstrated understanding of or experience supervising district-wide financial operations, including:  
    •  Cash management, debt management, and investment practices  
    •  Purchasing systems and fiscal oversight and accountability  
    •  Food service, student transportation, and buildings & grounds programs   
  • Strong working knowledge of New York State aid formulas and completion of required State financial reports, including year-end State Aid Claim reports and the ST-3.  
  • Comprehensive technology skills, including proficiency with financial management systems and data analysis tools.  
  • Excellent written and verbal communication skills; strong collaboration and interpersonal skills; teamwork, facilitation, and team-building skills.

Preferred:

  • Degree from a regionally accredited college or university, preferably in education, business, accounting, or a related field;  
  • Certified Public Accountant (CPA) credential.  
  • Minimum of five (5) years of school business management experience.  
  • Successful leadership in initiating, evaluating, and modernizing school financial operating practices, including implementation of new software and technology.  
  • Substantial knowledge and experience with budgeting for and managing a self-funded medical insurance plan.  
  • Demonstrated experience developing, administering, and presenting school district budgets to internal and external stakeholders. 
  • Experience in both teaching and accounting and/or school business operations.  
  • Evidence of successful leadership on multiple capital projects, large and small, including submission of required State capital project reports.

SALARY:  Negotiable commensurate with experience 

 

Job Description:  Assistant Superintendent for Finance 

Primary Responsibility

The Assistant Superintendent for Finance provides executive leadership, oversight, and accountability for all financial operations of the District. This includes cash management, purchasing, treasury functions, accounting, financial reporting, audit coordination, state aid claims, budget development, capital project oversight, insurance and risk management, and real estate transactions. The position also provides operational leadership for business office staff, food service, transportation, buildings and grounds, and other areas as assigned by the Superintendent.

Essential Duties and Responsibilities:

Districtwide Financial Leadership

  • Coordinate and lead all District financial planning and long-range fiscal strategy.
  • Direct the District’s cash management program and oversee investment practices.
  • Develop, implement, and maintain an integrated system of financial accounting consistent with NYSED requirements and independent audit standards.
  • Provide financial reports, analysis, and recommendations to the Superintendent and Board of Education.
  • Prepare and present monthly Finance Agenda statements and financial updates to the Board.
  • Develop annual goals and objectives for all financial and business service areas.

Budget Development and Oversight

  • Lead the preparation, presentation, and administration of the annual District budget.
  • Direct the budget control function, ensuring accurate financial forecasting and monitoring.
  • Direct accounting, billing, and collection control procedures.
  • Provide the Superintendent and Board with clear, timely guidance on financial trends, risks, and opportunities.
  • Serve as a member of the District negotiating team; assist with financial data collection, analysis and forecasting to support the collective bargaining process.

Audits and State Reporting

  • Respond to internal and external audit findings and coordinate corrective actions.
  • Oversee completion and submission of State Aid reports, claims, and other NYSED financial filings.
  • Direct preparation of financial reports and statements required by local, state, and federal agencies.

Capital Projects

  • Coordinate capital project planning, financing strategies, and ongoing project oversight.
  • Provide advice on debt service programs and capital improvement funding options.

Health Plan Oversight, Insurance, and Risk Management

  • Provide financial oversight of the District’s self-funded health care and pharmacy plans.
  • Oversee insurance claims processes and risk management practices.
  • Maintain strong internal controls to safeguard District assets and ensure full compliance with regulations.

Operational Leadership and Department Oversight

  • Provide managerial oversight and supervision of:
    • Business Office/Accounting/Purchasing
    • Transportation
    • Buildings & Grounds
    • Food Service
  • Supervise assigned personnel, conduct annual performance evaluations, and recommend appropriate employment actions.
  • Direct, coordinate, and evaluate the planning and delivery of business services across the District.
  • Promote and support professional growth for self and staff.

Governance, Policy, and Community Engagement

  • Prepare agenda items of routine and priority nature for the Board of Education related to Finance and Business Services.
  • Assist in the development and revision of Board policies related to fiscal operations, purchasing, and payroll.
  • Interpret financial matters for the community and maintain effective stakeholder relationships.
  • Represent the District at state, regional, and professional finance meetings.
  • Interface effectively with school administrators, attorneys, state agencies, the IRS, union representatives, and auditors.
  • Stay current with changing laws, regulations, and best practices in school finance.
  • Provide information to the Superintendent and Board regarding the financial status of the District as requested.
